Consular Evil Plan Support Apolyton, buy Civilization 2

It's been a looong time, but hopefully this will set up some discussion for a NewSP. Disclaimer: this only reflects the opinions of ME, not all three consuls (I just liked the name for the thread)

First of all, let's get to the point. We have short term, medium term, and long term objectives. And of course, a grand objective which is to win this game. I will explain each, the first two of which should be rather obvious.

Short Term Goal - REX

Our short term, or immediate term goal is to settle our side of the continent. This means impletementing the MoI's city construction plan, as well as contining to try and get our core cities as productive as possible. This also involves staying ahead on the tech race, something that we have been fortunate to be doing thanks to our good relations with CGN. In other words, we seem to be doing well at this point and I personally do not forsee any difficulties at this stage of the game barring some unforseen disaster on the other continent, namely a smashing GWT victory.

Medium Term Goal - Economic Parity with CGN/GWT

With those two jugernaughts duking it out over there we have a one and only chance of rising from our pathetic jungle and becoming an economic powerhouse. Given the good land in the south as well as our infinitely superior city placement than either GWT or CGN we should be able to manage to acheive something approaching economic party, hopefully sooner than later. During this time it is unlikely we will be embroiled in a war, either with CFC or with someone else, namely GWT since any diversion they send against us is a lost opportunity against their true rival, CGN.

Long Term Goal - ????

What is our long term, i.e. Industrial Age goal? Do we build build build for the space race? Do we attempt to achieve a foothold on the other continent? Those are the questions that need to be addressed, and they should begin to be discussed now since they will involve more than just a couple of turns of planning.

The main debate is basically do we attempt an intercontinental invasion?. This does not have to be a do-or-die affair, merely an invasion to establish a presence before the advent of railroads. If we do this we must:

- Be able to defend it
- Be able to USE it for some type of offensive action
- Must not involve a huge outpour of military resources insofar that a defense of our continent may be compromised

As you can see, the costs are very high, and the benifts less than clear at this point.

Our other option is to build build build, and hope for either a UN or space race victory. The latter is a gamble due to the ICBM threat, but it should be attainable if we manage to beat out the other two industrialy.

What should the NewSP deal with?

Back in the day our objective was clear, obtain a position of dominance in our continent. That, we acheived, but now the cold hard fact is that we must do the same, but in the world. I believe that the current situation benefits us:

- We are allied with our much weaker neighbor, giving us space and tranquility to expand.
- Our two giant rivals are locked in a seemingly endless stalematish-war with the tremendous opportunity cost that it entials: sacrificing building for war.

I am not too much worried about the short or medium term. I am worried about the long term, specifically whether or not we will attempt to influence events on the other side in a more forceful and pragmatic way. It is too early to make a decision on this, but we must not keep this out of our mind for too long, lest we decide on something too late as to be meaningful, or too early as to be too wasteful. Much of it will depend on what actually happens between CGN and GWT.

And now, a little scare. Let's assume for a moment that the war ends in a stalemate, CGN and GWT have some time to build in preparation for another assualt after Military Tradition. Muskets will not stand to a Sipahi assualt, and CGN with a Golden Age...

Fully agree on the Short and Medium Term Plans. Our objective must be to become an equal to CGN and GWT. Hopefully this can be done before the Siphani hit the field, but it's extremely likely that it will not.

Another key tech milestone that is coming up is Navigation. We must have a mobile defense force and a sizeable navy (mostly as sentries) to prepare for the possible dangers this tech brings.

Once we are at the level of our competators, we need to prepare to perform a large scale, balance shifting invasion of the other continent.

This invasion should be performed on the nation that is the strongest and it should be done to level the playing field and to give us permanent military presence on their continent. We should not perform this invasion if it will give one of the two sides the win, so we must judge the situation very carefully before committing ... however, I do believe we must have the capacity to invade if necessary (to cripple the game leader in the end game).

If attacking would only help one of the two big powers, then we hold back and we continue our economic development and we wait for our chance, or we go the peaceful route.

Sidenote: Attacking GCA and wiping them out should be done regardless.

Feasible inter contiential wars between humans is still an era and a half way. (Exception GCA which with only one city is more like attacking an island.)

For short and medium terms I agree with MZ, but

I have never played a multiplayer inter continental invasion. Against the computer it is easy, they never understand why you put 10+ transports outside their coast. But against human opponents, how do you do it?
If the opponent is not involved in another conflict, and has an adequate naval force.

To take one or two cities by suprise should be doable, but how do you defend them?

I know that planning is everything, but can you plan that the enemy does not plan?

To take advantage of the low upgrade costs in PtW (compared to C3C), how about aiming to have a number, maybe 5, Galleys ready to upgrade to Caravels to interdict any potential invasions just before we get Navigation?

Unless CGN is able to take the war to GWT, we should go after GWT. Because, if we don't, they will get a cultural win. We need to cripple them culturally or we won;'t make it to the UN or spaceship.

Caravels for interdiction are not as cost-effective as galleys since they only attack 1. We're going to need Frigates to do that effectively

Ah well - whatever. It would still be nice to have the Galleys there to stop interdiction and so we could launch a Magellan-type world exploration expedition anyway.

Avatar Enlargement: We've got the solution

What are CFC's Short-, Medium- and Long-term plans? Please be honest when answering this to yourself; what they want and what we want them to want are two different things.
