CoS: ok. Otherwise we'd need to crank up the lux slider, and that would cost us more than we would gain from having CoS working more tiles, yes?

I assume that it can be size8 with an entertainer, so perhaps when the plains tiles we're working on are finished, we can add 1 worker to the city. Working one more roaded tile, with the commerce being funnelled through a marketplace/library, is worth changing a taxman into an entertainer.
