What I meant is, if a women performs various things on another women, that you would classify as enough to lose her virginity, would they both lose their virginity, or would only the one receiving?
Basically, I'm trying to ask what actions you would class as enough to count as losing your virginity? Personally, I think only penetrative sex would count, since in a heterosexual relationship that does not include penetrative sex, they could both still be virgins, and I think the action is what removes your virginity, the emotion.

The basis (for me at least) to make such a distinction is the experience, not the form. Suppose our baseline of, uh, losing one's virginity is "having sexual intercourse," than anybody who has engaged in sexual intercourse won't be a virgin anymore.
