I think that would take 1full turn if done properly, very fast. Actually, the units would be in the new capital the next GWT move if I'm thinking correctly.

Personally, I think we need to bring this possibility up to Mongoose before it happens and get him to pre-rule it a cheat.
I just don't see any conceivable way a person can say:
Its fair a dying civ to teleport their civ across the world, build up a new army in total safety, then teleport the new army back to wreak havoc. I mean come on, NO rational person could see that as anything but out and out cheating. (which is exactly why the unit warping BS shouldn't of been allowed the first time)

*bonk* Talk about a short sighted ruling. We have got to ask him what he was smoking, and also I think there is no doubt now that they fully intend to warp their whole army back one day.
To me this settles the whole issue of do we kill the galley, the answer is hell yes ASAP. We also have to make sure there are no GCA units anywhere on this continent (including CFC side and just off the coasts) and we need to put a sentry galley at any place where its fairly easy to cross.
