And the response from Lucky 
I'm e-mailing Mongoose201 to remind him that under the rules which exist, GCA and Apolyton should have established peace quite a number of turns back. Given that Apolyton has already suffered a number of turns of war weariness PAST that point, Lucky can even claim those turns as a victory he really shouldn't have received.
We will offer peace this turn and it should be accepted. Should GCA wish to restart the war or we restart the war, that is a matter for the future (perhaps even immediate).
Anyhow, here's what Lucky wrote:

So it would be very helpful if peace is agreed to now and we are able to move forward with the game. GCA has already goten several turns of war weariness out of us beyond the span of the actual war in violation of your ruling, so they can more than afford to end the war at this time. We're even willing to be gracious and let the matter drop at that.

If you're not happy with me saying we're willing to be "gracious" about letting GCA have the victory of us losing the last several turns of income due to war weariness, tough. Quite frankly, it would be impossible replay those turns because CGN and GWT have been engaged in their war. Replaying them would, knowing GWT and GCA, undoubtedly lead to more trouble than it's worth.
We just want to end the stupid war and get on with our building. If GCA wants to hoot and holler about their "victory" over us losing a tiny bit of gold (BEFORE our FP was completed ), so be it. Now with the FP done and if the war is over, we'll produce so much more money that it really won't matter very much.

One point...that spearman was on the galley the entire time!. They simply waited until many turns had passed, our other galley was killed, and they had no other means of claiming they could still "wage war"..why do you think that spear landed now and not ten turns ago? They waited to unload it for one reason and one reason only, to keep the "counter" running. Waiting to unload it had NO miltary point to it whatsoever.

I know, probably the smartest move GCA has made in the last 15 turns.

Question:
If GCA gave us peace and then immediately declared war on us again, would we continue to suffer war weariness?
If not, then I say forget the galley and their units and *force* them to accept 1 turn of peace. If they want to continue the war for any reason other than to screw us with war weariness that we can't do anything about and that by all rights they shouldn't be able to cause (because they should be dead), then fine thats their right.
If they still refuse, then I personally think they should be penalized a turn while mongoose opens up the save accepts peace and forwards the save on.
In my view the 5 turns, units on our continent, etc. arguments all forget the fact that their civ survived via an exploit and their one objective seems to be to drag our economy down via a game mechanic that resulted from that exploit.

Yes, we would. We would however get 5 turns of War Happiness that would tned to counter the WW. But, after that 5 turns, WW would return to previous levels. We need a continuous stretch of peace so that the WW "counter" will reduce itself.
If GCA gave us peace, the "counter" that keeps tracks of WW would still have it's numbers in it. When you go to peace, the WW "counter" counts backwards towards prewar levels while the effects of what is on the "counter" are not felt if you are at peace. If you go to war though, whatever is on the "counter" will be felt as soon as you were in a state of war again.
GCA delayed giving us the peace offer that was in direct violation of mongoose's ruling with the intent of being able to further delay it once they proved they still had the ability, albeit limited, to wage war.
We can't go backwards now. Killing that Galley should be our number one priority. Also, keeping units out of range of that Spear is important as GCA will likely use him to try and generate another GL. First kill the Galley, then go after the Spear. If the Spear just stays on that mountain, ignore him until the Galley is dead then kill the Spear.
