Here's what we can do:

If you pay for resettlement costs of those living in Kaliningrad and purchase all the private land and in addition pay the Russian government for the public territory, improvements to the land, etc. and give us the naval rights and other stuff you mentioned previously as compensation for the loss of strategic value, we can enact a transfer.

All the points are acceptable except we don't believe the sum will cover the costs. We estimate that it will take about 4 economic points to compensate the private citizens and another 4 for the public land. Also, any people who choose to remain there/not sell are welcome to assume German citizenship but must likewise be allowed to retain their Russian citizenship. This applies to businesses, utilities, etc. as well.

We agree with you except for the private citizens compensation. As long as the questionnaires haven´t been answered it´s not foreseeable how much it will cost.

The 4 economic points for the public land and general transition costs will be wired immediately at your "OK".

On a side note, don´t get our recent mobilization wrong. It´s not meant for you, and not for France either. We won´t wage war again THAT easily

What I meant is that we won´t pay the Russian state for private citizen´s land, but we´ll pay the individual owners for it. And this sum is to be calculated by asking them whether they want to sell or stay.

All non-financial parts of the agreement will last until we both agree to stop them. Of course any offensive action of Russia towards Germany would also cancel the agreement, but of course you won´t do such things, right?
If you better like the idea of a periodical renewal, we could also agree on a certain period after which we´d ask you whether you´d like to continue the agreement, in case you´d change your mind in the future. This means you could in that case sell all rights and bases to us at a good price.

They won´t ally, they´re too much concerned with their own business. Even if they would, I doubt there´s anything that could equal this pact. With China´s manpower, ISA´s industry and our experience in warfare we have more than just good chances to repel any foreign invasion.
As for the first target... There´s much to do in Central and Eastern Europe for us, but right now Germany isn´t ready for war. Perhaps each alliance member should try to manage its affairs on its own first, and use the alliance as an "argument" rather than an actual fighting party unless neccessary.
