Hardly worth a thread, but its easier to find this way.
Guadalajara would be overlapping on the top edge of an Earth map so it doesnt show all the border in the city view when im on Doughnut map.

just a quick question... does it "own" the squares above the border? I.E. if you place TI's above the 0 divide, do they effect that city?

There was another bug (well.. more limitation than bug, actually) in that city minimap. If you increase the city size deltas, so that the radius size increases signficantly (used in the mod I was working on, part of which was to merge to large cities into one super metropolis,) the city calculations work, for enormous cities, but the city minimap crashes, after a reload. I tried removing the minimap from the ldl file, but it still apparently tries to generate it and thus crash.

The shape in the city view looks familiar to me.
Earlier this week, I have been working on a similar problem. When you move a unit to the top of the map, you will get strange views, and the top 2 rows stay invisible until you actually move onto it.
I have located and corrected a problem in the wrap checking code in Vision.cpp. The unit view appears to work correctly in some preliminary tests, and the very same incorrect checks are duplicated in CityRadius.cpp (and some other places), so this could very well be cause of the problem.
Edit: link removed, a set of fixes has been added to the altered source code thread.
