	Public_state_science_flag & era Avatar Enlargement: We've got the solution

At the era of the internet,the science partially acquire a public state.Advances with the public_state_science_flag could be acquired at a lower cost by others than the discoverer.
The non-military advances are eligible for this flag like Government advances, economic advances,and purely scientific ones(mathematics,pure physics,biology,medical advances).

I don't understand the rationale behind this.

I do think that we should have optionally cheaper techs, but not based on a flag, which has to get integrated into dozens of places in the code. I'd use build classes instead, and do all that work once, and allow any cost (or any other property) to be differentiated.
