How do I change the locale (language) on a server running Windows 98?

I believe that is correct about Windows looking at the country settings under Windows. I guess my question should have been: How do I over-ride Windows language settings without changing the actual settings of Windows? How do I change the FreeCiv program?
There were more than 40 viewings of my original post. That was the reason for my second posting.
