GM COMMENTS:

A proposal to end the game in a three way draw between Japan, Holland, and France has been tabled. Votes will will due with the 1900 orders (Thursday). A unanimous vote is required for passage of the draw proposal. Therefore a single NO vote kills the proposal. Abstentions count as a NO vote. An abstention and an NMR counts as a YES vote.

The 1898 (Summer) retreats are due on Monday March 12, 23:59 EST. The 1900 (Fall) orders will be due Thursday March 15, 23:59 EST.
