I don't see why you can't use 2 spies simultaneously, since you can nuke and use a spy it seems reasonable.

And we decided to start with no spies to nerf their effects a little, not to allow spies to defend at home.

I think the rule has been from the beginning that you could use several spies at once... as far as I know this haven't been tested yet though...

I don't think anyone has spent their turns training spies yet. Not since the early games, anyway. It leaves your country wide open.
