You know, part of the problem is that people are probably just picking their top 2 picks of each pack of choices rather considering whether or not they'd like to put each individual choice in the list... it might be better to hold seperate poll threads on each individual choice, which would allow people to at least pass the ones they like and differentiate names based upon differences in popularity (make each one a multiple choice poll indicating not only whether the name should be included, but how much people like it on a scale of 1-3 or something, assuming they want it at all).

That way we enter names onto the list, each with a rank reflecting not only how many votes it received, but its individual popularity rather than popularity when only compared to other names it was up against in a particular batch of names.
