Thanks Siro for doing the map. I've been out of town for a few days. A few small obsevations:
Russia took Sweden (which should be colored white now) from England. This alters the necessary adjustments. Russia has 5 SCs (MOSCOW, WARSAW, ST. PETERSBURG, Berlin, Sweden) and 4 units. Russia should build 1 unit by my count.
England has 4 SC (LONDON, EDINBURG, Denmark, Norway) and 7 units. England should have 3 disbands by my count.
