Debatable about whether we should spend the 1 pop, but if it is worth expending 1 pop, we do it SOONER so that we have he harbor at earliest and get the most for our 1 pop spent on the rush.

Yeah but I don't know if a harbor would be of any benefit, LL would be the most likely team to build one soon as they have luxs and horses to connect up but they've said they'll be a while building one. Are tabe building a harbor?
