Moved Sunshinia citizen from bonus grassland to grassland vacated by Suntanland.
Changed Happy Hills from forest to bonus grassland for increased growth.
Note that with our packed cities we are maxing out on improved tiles and our cities are no where near size 12.

Suntanland produces a settler next turn. Togas said before he wanted to go east.
To which site? To the plains along the inland sea or on the other side of the mountains.
The plains site has workers nearby that can start improving the area. It will be longer
to get workers to the other side of the mountains. The later will help us mark our
territory but it will be an unproductive city for some time.
