Amendment Procedure Discussion Avatar Enlargement: We've got the solution

Our Constitution does not make any mention about an amendement procedure. It makes only mention of how to pass laws.

This being true, I belive the following should be true:

Senators (not consuls) pass laws which the Consuls must follow.

Consuls and Senators must follow the Constutution.

However, Constututional Amendments being more powerful than the Consuls and Senators, may be proposed by either, they just must be undergo a more thorough procedure.

Bills (laws) require only a majority and a 48 hour poll.

I propose that Amendments require the following:

1) 60% passage.
2) 5 day poll
3) At least 5 days of discussion/debate on the issue.
4) Proposed by any team member.

Please post your thoughts. If we're in agreement, I'll set this provision in motion in 5 days.

Would the discussion be before the poll or concurrently? I'd prefer before than concurrently unless it's a major issue that needs to be decided immediately. In the other ISDG game we often see polls run before discussion and then people will often vote before the matter is truly discussed. That is in the process of being fixed, but I'd like to see it fixed here before the game starts.

So that would make 10 days in all that the issue would be discussed, with voting taking place during the latter 5.

Yes, that sounds ideal. Even guys like WIA couldn't miss a poll like that!
