why isn't there any mention at all of the orders?

i believe it deserves it's own section, but it should at least be SOMEWHERE in the report.

Should we consider roading to the grape prior to doing any other work. Emperor game, lux is a very good thing. But will waste oh so many turns with just roading in place wotking right a way.
