If I take a worker off a square, it becomes an entertainer. If I go to settings and set "new citizens become scientists" I still can't make scientists.
In Windows Civ games you could remove a worker and click the entertainer icon to toggle between ent/tax/sci, but I can't seem to do that.

I think (based on experience) that 'new citizens are ...' means exactly that - when a new citizen (worker) is made it becomes that type of specialist. Once citizens are created they can only be either a worker or one type of specialist set when they are created.
I haven't checked this by looking at the source code, though.

Your city needs to be of a certain size before you can create scientists and taxmen.
