What is the difference between a regular Diplomat and an Empathic Diplomat. Is the difference merely in appearance?

According to the "Official Strategy Guide" from Brady Games...They are more apt to succeed at diplomatic tasks because they can see farther and move faster; in addition, when they Hold Receptions, they boost Regard higher than Diplomats do.

Whether I use a diplomat or an empathic diplomat, I never notice an increase in regard. And that is even when I am playing as a good guy!

Does the "hold reception" order work as a percentage, like the other special units? I perhaps mistakenly believed that EVERY time you held a reception the regard increased. But in hindsight, if that were the case, EVERYONE would like me. And, trust me, they dont.

Actually (according to GL and other stuff) it gives the biggest boost only on the first time in the same city.

And for the rest, liking you or not: Check why they are not happy with you.

Like if they say troops in their territory or similar.

Regard is also being destroyed if you kill their special units (beside that this normally causes war)
