Oh ya! There are several ways.
When first generating a game, big, huge, standard etc. set the tech clock up. I believe it shows up in lower left corner of the dialog screen. This is a global setting.
Better, fine tuning in Editor, doing one or more of the following:
Scroll through each tech and raise the base turns.
Click 'no trade' on many of them.
Eliminate the 'goody boxes' if starting in the Ancient Age.
Set in the Scenario Screens, the mininum turns for researching a tech to a higher setting, such as 6.

If you think yours is off, in my current Emperor game I'm in the industrial age in 950 AD!

It really depends on the game, I don't think it would be possible to compare unless you had a standardized map.

Well that is a big consideration for of those us who already committed to new tech trees. My question as the new patch rolls in; are there compelling reasons for to gainfully use it?
I hope the 'read me' is complete and accurate.
