	'Topped' threads...? Put an end to popups!

Okay, okay, so I've seen this in action at the evil other place, but it seems like a good idea in certain circumstances. For example, it would let threads that the mods wanted to be seen but not posted to remain at the top yet be closed (would have been very useful the other Saturday... ).

Is this possible with the UBB script?
