I would like to suggest a government type:
Name: ?
Units supported: all free
Suffers from peace weariness, excessive turns spent completely at peace results in % chance to anarchy,
when the civs have no one to direct their aggression toward the government loses its grip on the peoples hearts
Happy faces generated as some multiplication of #of civs at war with, similar to # of luxuries = greater bonus than 1:1 when you have more
corruption minimal, units highly productive (unless at peace)
Obviously the current editor doesnt allow the creation of such a government. Perhaps, this or some version of this would be on some of the readers wish lists?

It is intended to represent some real world organizations. Who might consider what they have a form of government. Besides, at least its innovative ;D.

Look at the history if you have any doubts, (this is how these guys stack up)
Carter = the pathetic, he killed no civs
Reagan = the strong, the Russians
Bush Sr. = the fierce, Iraq but not as good because they were left alive
Clinton = the mediocre, did launch a few missiles, good for the population (promoted random sex)
Bush Jr. = the weak, 2 civs (Afgans and Iraq), you would have to have been alive in the 30's and 40's to see another world leader with that kind of record, but he failed because peace came too fast, he should have targeted the entire "axis of evil" simultaneously a war sure to last a while.
So are there any doubts that we should get Firaxis to just give this government type an official place in the game? Think of the challenge of being constantly at war, maybe if you have to have peace time just give alot of corruption or maybe sacrifice workers

Oh, but Reagan didn't kill any civs. America didn't win the Cold War - Russia just got bored of it and went home.

Ya, that's for sure and that smell is suspiciously close to our 'can of worms'. It seems once a government is in power, no matter who put them there, they have uncanny ways of barracading the doors and beefing up their position.
It seems across this great land that we have become Institutionalized... however everything is reversed and the wrong people are on the inside looking down, or did I say out?
