The palace is what, 700 shields?

Let's see what WoC's production is at once we've RR'd, and it's thrown down the IW and a factory.

The problem I see is that there is little land up there. Elipolis would have been nice for a palace or FP, in case we still had Estonia. Now? not really. D-ville is still reasonably corruption free, so the only city really taking advantage will be WoC itself. The others are using too much sea, and don't grow by much either. WoC could probably better use the shields on a cathedral and Colisseum if that gets it in WLTKD, after that optimizing for units.

If we would do it, we'd better wait until after a factory, though, it would cut total building time by 3-4 turns off the palace if Hoover is completed.
