Of course, having to start from scratch doesn't give me confidence in the original products. Reusing code from Civ1 and Civ2 shouldn't be problematic if it were well-engineered, but if it makes people go "uhrghhhhh"...people think it's normal for code to become horrible over time, but really, it isn't. 
Of course, that doesn't make the games worth less than they are. And many games have it much worse. You wanna know how much worse? SimCity 2000 reused a bunch of code from The Sims. (Yeah, The Sims had a good number of years before being completed and released, but there was still code for it way back then.) Even the final version of the code had routines like DrawHouse and DrawYard that didn't do anything like the names suggested. And, in my opinion, the actual product wasn't a whole lot better. SimCity 2000 is definitely my least-favorite of the SimCity games...
