	UN Rules Ratification Vote: Section 0, Punishment Options, etc. Remove this text

Four different team votes are underway at the UN involving several important issues, among them:

Section 0
Punishment Options
Changing Teams
Enjoining Teams

I'm far to busy at the moment to get into detail. Please at least organizate internal debate of these subjects from here.

Section 0 - no idea what it is.
Punishment options - I hate this idea. We are here to have fun. Unless cheating is discovered AND proved, no punishment. If cheating is proved, then punishment is that that civ is disbanded and eliminated by the admins. We will remember the transgressions.

Changing teams - only when the existing team is destroyed, then they may apply to other teams to join them.

Enjoining teams - if within the game, sure. All it is is a glorified alliance where one forum forfets its advancement by gifting all cities to another civ and then disbanding its capitol (they committing suicide). If outside, see above.

Just what I think. Haven't even looked into this more than reading your post though, so I could be well off of the mark from what was intended.

Voted on at UN although this was a repeat of what Kloreep did for us.
