i'm in a bunch of PBEMs, and i play a few turn based MP games as well with friends i know in real life, and I have only generated 2 SGLs in MP since conquests came out, and one of those was in a scenario.
in one of my recent turn based MP games, one of my friends got a SGL when he got iron working, and got the pyramids on turn 40-something. he's been leading the game ever since, expanding faster than anyone can fathom.
so, i'm looking for a strategy for maxmizing my SGL generation for the next game we play. i'm trying to think of what techs to get when, in what order, to have the most oppurtunities for SGLs (ie, the first person to a tech).
any ideas?

You need a scientific civ (obviously) and a tech lead to maximize the number of SGL's.
This means that you need warfare and research.
I usually use a lot of alliances in order to slow down the tech pace of the AI.
In the last Babylonian game (emp/standard) this resulted in 4 SGL's and 10 MGL's.
(Especially the first one, after researching writing helped a lot..)
(Not that SGL's in the modern age matter much, since the game was already over.)
But it is a matter of luck; you can not 'rely' on SGL's like I rely on MGL's to be able to beat the higher levels (demi/deity,
didn't manage to beat Sid).

Agreed that SGLs should not be permitted in MP/PBEM...not that I'll ever try MP at the speed I play! Even PBEM might be unfair to the other players. I did some succession games of CTP2 and they were a blast. Even I can manage 20 turns at a (long) crack.
