I think a poll is indeed in order.

Throw out all the possibilities addressed so far... up north, the desert city, a city along the lake to the north (Arne's idea) and whatever else I might be missing.

A part of the difficulty here is that they seem to be assuming that there is a place prepared for them to settle and rebuild a mighty empire that will one day retake their homeland.

I know the feeling. I've been there before.

Unfortunately, what they are going to find is that there isn't the space for such things. We aren't going to give them the land they'd need (nor should we). If we go with the most generous proposal and give them the northern plains, they'd be able to squeeze 3 cities in there and that's about it.

Security will still be a major concern, as we're not going to be able to protect those cities very well, so they'll either have to be given an interior city, or have a stand-by settler (H_E's idea) stuffed away in our interior.

We're still stuck on this ridiculous Monarchy sidetrack, so we can't explore for any new islands to house them. Maybe when we get Astronomy they'll still be waiting to ship off, or maybe they'll ship off earlier into the ocean and die like lemmings ... who knows.

All I know is that IF they make it across we ought to have some place for them to land. I suppose the northern plains is the only sensible location.

Pardon me if this is a dumb question, but why don't we negotiate with CFC and CGN to get CGN some of the CFC unsettled land?

CFC was talking about having them on that Ice Island. Shoot, it was like pulling teeth just to get them to agree for us to have BoV and the southern old GCA areas. They definately won't give up their areas.

Ok, I'm finally going to agree to go with option #1. After a good bit of discussion with both CGN and some of you about related subjects, it seems pretty clear that we're looking to give CGN the area we have the least to gain by holding ourselves. Option #1 is pretty clearly that area.

We will definately want CGN to store a settler away further to the south (protected by us), as H_E suggests, however.
