How specific are the ideas you have? I think all three are interesting topics, but it kind of depends on how you're going to implement them.
For a large world-scale war scenario I'd prefer the alien invasion, for a long empire-building scenario pre-columbian america. I'm not sure about the fall of Rome. I guess that could either encompass the last centuries of Rome, or only the last few years.
If you're going for a "War of the Worlds"-style alien invasion, either go for something moderately close to the book, based on a London map, or go for something only vaguely inspired by the book, mostly just borrowing the fin-de-siècle setting and type of aliens, on a world-scale.
Edit: But of course I'm not here to tell you how you should make your scenarios. I'm just saying that my vote depends on what kind of scenarios you have in mind.
