China is opening up. And yes i belief in a open China mabey not as open as the western world is but more open as China is now. Political freedoms will increase and civil rights will continue to raise an issue and will probebly improve as well. To attract foreign investors you have to invest in civil rights.
Not one of the nations you mention had one single leader at the zenith of their power. Rome for example allmost always had a emperor and a praetor. To persons both with the same amount of power. Besides the Senate has always played a (small) part. Also the free citizens of rome had more power then thought before. A emperor ruled only with their consent.
England is the perfect example of a nation that flourished with a parlement. Not untill the parlement took over Brittain achieved world power. Brittain is the school example of the power of parlement.
Mayan culture is just like egyptian culture more complex. All ancient civillications are. In mayan culture we have an large aristocracy and a large religious cast. Not one central power.
The only example is the chinese empire but the emperor ruled with a mandate of the sungod. If china was hit by famine or a other disaster then the emperor was overthrown.
I think the people are to wel educated to continue to believe in one single power.
Besides when a supreme power rises a civilisation almost alway is destroyed or crushed when this one leader dies. Almost never a stable empire is achieved.

A praetor was the highst official in ancient roman times he was the main creator of legislation. In the early roman days the empire was always ruled by to consuls. Indeed after Julius ceasar was killed the titel emperor was purly symbolic. Emperor was replaced be "Ceasare" a honourary title. Although may ceseares reached the same power as an emperor supreme power was only achieved in a few cases. Besides the power of legislation was in the hands of Lawprofessionals. As you see rome is a difficult example for your theory.
But you are right to some extend as long as you live your empire shall remain powerfull. But no one is immortal dispite longvacity.
