I like more historical scen too (as many as possible), but it's a fact that ancient Greek saw inside itself many ways of aggregation: poleis (ruled by tyrants, oligarchies or democracies), ethne (the ellenic tribes, more ancient but alive in classical age. They succesfully survived at poleis' crisis, rising in hellenistic age: Achaian and Aitholian leagues were based on the ancient cantonal bond of the tribe), and amphizionies (sacred leagues, mostly based on ethne): so it's always difficult give a strictly historical base: the period considered in this scenario saw great colonization, but also the rise and golden age of poleis.
I think it could be made a mix of factors.
I've proposed 7civs in America of Ancient Greek thread, but I'll back on it, even if I consider it historical, IMHO can be a good base on which work.

What about your FallRome civs? 
Less important than here, cause there's already only one protagonist: Huns! 
BTW: I'll ask you about Persians (just about ancient Greek scens, future ones of min, too ) - as you're really an authority about iranian civilization. "Consider yourself warned"
