Planning a Republic Support Apolyton, buy Call to Power 2

I can feel it. Our people will soon be ready to accept a new form of government. The anarchy should end soon. What do we do once order is restored?

We currently have 13 cities with 34 citizens (total of 47 tiles). Each of those tiles will produce 2 commerce and an additional 25 commerce due to rivers, resources, and the Colossus. That should put us near 115 gold/turn as a Republic. As a guess I will say 15 is lost to corruption. We will be paying at least 40 for unit maintenance and 6 for improvements. That will put us around a net of 50 gold/turn.

As soon as the trade deal with LL completes we will have over 1000 gold with the potential for another 100 from barb camps.

We need to put together a game plan for the future of the Sunshine as a Republic. I am assuming we will continue to research Theology at the minimum rate (either with a single scientist or 10% science). When that research is complete we need to have a much higher amount of gold/turn that can be put into science if we want to be competitive in the research area. I think these should be our goals (not necessarily in any order) for the next 40+ turns:


  • Grow our empire both in the size of our cities and the number of cities. This will require aqueducts, tile improvements (i.e., workers), and settlers.
  • Improve the productivity of citizens. As cities grow we will need temples and cathedrals to keep our citizens working without using entertainers (i.e., an unproductive citizen) and the luxury slider, and tile improvements to get the most from each laborer.
  • Improve the productivity of our cities. This will require marketplaces and, later when we increase research, libraries.
  • Military upgrades, unit types and quantity of units.

Here is the current status of improvements and production in each city:

Here is a plan for each city:
Sunshinia – This city already has a happiness problem and will soon grow to size 6. We should continue to make settlers and workers here until we can get the pop down enough to work on a temple. Needs tile improvements to get any larger and be productive.
Suntanland – I would like to rush a marketplace and cathedral then let this city grow and work on a palace prebuild for Sistine’s or J.S. Bach’s. This city is nearly complete with tile improvements.
Las Vegas – This city will not be able to grow much without more tile improvements and a border expansion. It should complete the temple so it can at least be a productive size 5. With its barracks it is best for producing units while doing a worker or settler once in a while to keep the population from having happiness/growth problems.
Funky Town – Complete the harbor, plus a temple, aqueduct, marketplace, cathedral, and library to get this city provide maximum benefit of the Colossus. Actual order of improvements will depend on rushing of improvements and city growth. This city is nearly complete with tile improvements.
Happy Hills – Very similar situation as Las Vegas. Needs a temple. Best for military units and the occasional settler/worker.
Friendship City – Building a granary. Does not need an aqueduct. Needs to expand its border to get more usable tiles. After granary work on a temple, marketplace, cathedral and library.
Paradise – Needs tile improvements to grow. With the granary this will be a good place to produce workers and settlers for the land across the bay. Work on a temple with the population is too low for workers/settlers.
Disneyland – Complete the barracks then use as another military/settler/worker city like LV and HH.
House of Style – Forests in the area will can speed improvements. Needs border expansion to get tiles with at least 2 food. Not quite sure what is the best plan for the city. Do we complete the temple or switch to a granary, then some workers to improve the tiles, and a temple or library for the border?
Peace Pipes – This city is very limited in growth until that jungle is cleared. Complete the barracks. Do military units and workers.
Pleasantville – Needs tile improvements. Temple, aqueduct, marketplace, cathedral, and library.
Friendly Alligators – Can not grow much until the jungle is cleared. Continue to produce workers until we get room to grow then work on a temple. Do we want to build walls here or should we just work on getting the city to grow above size 6?
Rainbow Connection – Has a little more growth potential than FA but still will need to have the jungle cleared before too long. Workers then temple. Do we want walls?

What to do with our money? We have over 1000 gold now. We should generate around +50 gpt under Republic so that’s another 1700, probably more as our economy grows, over the next 34 turns when we finish researching Theology.
Rushing – We need lots of improvements if we are going to be in a position to do competitive research in 34 turns. The first two improvements I want to rush are marketplaces in Suntanland and Funky Town. That will cost about 600 gold. (NOTE: Before you post a tips on how to do rushing or tell me my cost is off please wait until you read my discussion on rushing below.) Suntanland has good commerce from the river and Funky Town has the Colossus. We will get good benefit from those marketplaces. Funky Town is currently building a harbor. Do we need it now? MAST has a harbor so that provides a trade route to Tab and LL. Building a marketplace first will provide more income. At the moment a harbor provides no benefit.
Unit Upgrades – In a few turns we will have iron. We should upgrade some of our warriors to medival infantry. I would start with the regulars and then send them to the south to hunt barb and try for promotions. They can walk through the forest and hills down there just as fast as the horsemen and they have better combat ratings. Towards the end of the Theology research we may have Chivalry and will want to use some gold to upgrade horsemen to knights.

My plan for rushing is to do partial rushing; that is instead of rushing the full improvement I rush a cheaper improvement and then switch to the desired improvement. This is more cost effective and will allow our gold to go farther. Most people know about waiting a turn to allow some shields to accumulate to get a cheaper rate for rushing, what they do not consider is that you waste a turn of production if you rush the full amount. When rushing the full amount it still takes one turn to complete and the shields produced in that one turn are wasted. By rushing a cheaper item (unit or improvement) then switching back you do not waste that turn of production. Example: Suntanland will produce 4 or 5 shields per turn. For convenience let’s assume 5 shields. After 1 turn it will need another 95 shields to complete a marketplace. Rushing that full amount will cost 380 gold and take 1 turn to complete (wasting all shields produced in that turn). Switching to a courthouse and rushing those 75 shields will cost 300 gold, then switch back to a marketplace will complete the improvement in 4 turns. That’s 3 turns later then rushing the full marketplace but saves 80 gold that can be used for other things. If we do 4 rushes this way it saves enough to do a 5th. Selection of a cheaper item to rush will depend on how much money we want to put into the rush and how many shields per turn the city produces to minimize the wasted shields.

Yeeesh, that's a lot of cash. Though, using it is acceptable as our economy is quite poor and we need to catch up. That big ol' treasury is a good way of doing that.

However, we will be limited in how much we can rush. A single Market in full would be 400 gold, around 1/4 of our total treasury. I understand we're not going to be doing complete rushing, but we still have to think carefully about what to rush and what not to.

I believe rushing a Market here (as our most productive city on a river and the greatest gold producer) would also be a wise investment.

Ouch... Cathedrals are 200 shields. That's a LOT of gold to rush... ~800 for this alone. We may want to find other ways to keep people happy here for a wonder build.

I agree that Temples should definitely be a priority during this transition period in order to help increase our population potential.

Sounds good. Rushing will have to be chosen carefully, though buildup up a higher population in order to build more of these things would be useful.

Suffering from ads?

One concern I have is that war will soon be coming to this continent. Our neighbors will not sit idly for too long and once one starts a war, it's going to spread. I see a future clash between LL and Tab looming, and I also fear an invasion by MAST if we do not become a friendly provider of iron and horses to them.

We must increase our military production. We should not rush any military improvements, but we do need to pump out more units than we currently are producing.

We can not upgrade our units until we get the iron connected. If you notice in my plan unit upgrades were included. Last I checked we were strong or average to everyone our our continent except for Tab. I don't think we can support or would want to spend all the resources necessary to have a larger military than Tab. The plan includes a number of cities that will be producing military units. We need to get infrastructure built in the other cities or we will not be able to keep pace with the rest of the civs.
