"Despicable" IMHO goes way too far.

Cheap, petty and childish pretty much sum it up for me.

Clearly an archetypal "tattletale". Excited by the rulebreaking, afraid to join in, then resentful of not having the same fun, so, rat them out and have fun watching the consequences.

I give my 11 year old crap for behaving like that.

But Horse is still a funny guy. Just not someone I'd like to trust in a messy situation.
