Should there be a linux version of Civilization 4?
My answer is "yes".
Linux is not perfect from what I hear, but Microsoft is very very far from pefect too, in addition to not being free at all.
The big drawback of Linux is the very little number of games available for it. So that if your like playing, you are tied to Windows.
Which is what held me from moving to Linux: I like playing games from time to time.
Are developpers sponsorized by Microsoft to develop only for Windows and boycott Linux? Or is developping for Linux or adapting to it a Windows game so very difficult and costly?

Microsoft does not sponso companies to only create for windows. Or have you forgotten that all the good ones eventually get ported to the Mac?
Profit drives the video game industry. And there is little profit in porting a game to Linux because there are so few users. If you are so tied to Linux, run a dual install and use windows only for video games.
