Yes, that's right. I'm looking to do a YV mod for Civ2 (I'm still enjoying Civ3 in it's un-modded state, so I'm wanting to do a 'practice run' in two first.)
I intend to be basing this mod on Robert Graham's fantastic Star Wars (who I have e-mailed with the same information) mod by replacing the Empire with the YV, updating the Rebellion to the Republic with the following changes:
Mon Calamari Cruiser to Republic Class Star Destroyer.
Dreadnought to Victory Class Star Destroyer.
Nebulon-B Escort Frigate to Bothan Assault Cruiser.
Guerillas to Jedi
Gamorrean Guards to YVH Battle Droids
Rebel to Bothan Spy
Luke can stay as Luke, but Mon Motha will probably become Liea Organa Solo, unless anybody can suggest an alternative?
Which is fairly nice and simple. For the Yuuzhan Vong, however...
Imperial Star Destroyer to Uro-Ik V'alh Battleship
Victory Star Destroyer to Miid Ro'ik Warship
Strike Cruiser to A-vek Iiluunu Fighter Carrier
Tie Interceptor and Fighter to Coralskipper
Tie Bomber to Ychna
Tie Advanced to Uumufalh Gunship
Assault Gunboat to Chuun M'arh Frigate
Stormtroopers to Warriors
AT-Regiment to Rakamat
Darth Vader to Warmaster Tsavong Lah
Palpatine to Supreme Overlord Shimmra
Deathstar to Biological Weapon.
The Empire would be relegated to a minor civ much on par with the Bothans in the original. Aw.
Obviously this results in the Vong having a far smaller number of ships than the Republic (particularily in the fighter class), but I'm hoping to offset this by making capital ships a lot tougher (dovin basals) and coralskippers better than your average X-wing (Yammosk effect).
I will also need to change the names of several city constructions to make them appeal to both Republic and Yuuzhan Vong, but this should be easily achieved through ambiguous names (ie, City Walls becomes Defence Strategy). The same, with a little work and imagination, can go for the research.
I'm currently in the search of pics to use for YV ships (and also have a few already), no easy feat as there aren't many out there, and those that are have come from the individual artists own imagination. However, my attempts at inserting outside pics into the Civ2 format have been...dissapointing to say the least.
What I am asking, then, is first any help/pointers/guidance on the above (including if I have posted this in the wrong place) or any volunteers to insert the graphics for me.
Whilst working on this I also hope to clear up some of the bugs (ie Empire losing Empire units when the recive Rebel research in diplomacy...)

I don't think I can be very helpful, though, since I know nothing about Star Wars beyond the movies. Nor am I particularly good with graphics (well, not making units anyway).
But, the majority of people in this forum do not have Civ3, and are not interested in Civ3. Calling a Civ2 mod a "practice run" is probably not the best way to start off. Furthermore, this forum is more focussed on scenarios than mods. I'd point you to CivFanatics (which seems to be more focussed on mods), but I don't think that will matter much, since there's a lot less activity over there.
Who is Robert Graham and what is his mod? Is it a mod for Civ2? If so, where could I find it? I certainly never heard of it, but then that isn't much of a surprise.
I don't really understand why you speak in terms of replacing units, though? Does that mean you'll only be changing the name and graphics? Why?
