Only true if your strike takes out every nuke they have, which is highly unrealistic.
Unless they really truly suck at surveillance and readiness, they would definitely see your missiles coming and launch a counterattack before any of your missiles hit their bases.
It does take a few minutes, you know. The typical cold war scenario was that the side being attacked first would have approximately 20 minutes' warning. Plenty of time to fire their own missiles against the attacker...
Also, nukes can be hidden on railroad cars moving around, hiding inside tunnels, etc. Virtually impossible to keep track of each and every one at all times - not to mention hit them all in one strike. Same goes for missiles on ships and subs, and bombers taking off before their bases are struck...
