Rules poll: Rehoming Caravans Support Apolyton, buy Civilization: The Boardgame

The issue came up in the last turns of play of rehoming Caravans. Although I am not myself certain of what this tactic is to achieve, the intention was that Caravans going to the capital got more than Caravans coming FROM the capital.

This is apparently a questionable tactic at best. Do we allow it?

Regardless of the purpose or outcome (or even benefit) I view this as a questionable tactic that clearly is not intended by the developers of the game.

I voted to disallow, but will go with the majority of the people (of course ).
