Load your Scenario File, hit ctrl-shift-m, here then in the Players Tab set the initial age for each, located left top.
1000 turns is max no matter the spread of years for each turn which of course must still set as such.
If you want techs easy and fast, place a lot 'goody huts' all about and give yourself a leg up with a pile of explorers or scouts with extended movement range via the editor.
However note, the goody huts only return techs in the first age.

Yes however best not let settler's be city built then until later in the game by some tech advance and/or improvement. Otherwise instead of just instant civilizations coming into being a few turns into the game which take a longer time each, the game will city pollute by turn 20 and on then sometime to soon become unplayable. (unless a small defined map is used)
Also if a road network is pre-built on the map, then certainly by turn 5 all these cities could be in place and more useful to the AI so as to utilize resources for city management. Prebuilt road networks that are already linked to a few resources speeds things up and gives the AI's healthier Civ's at the get go.
Giving the AI civ a lot of settlers that end up unconnected cities each to each and resources is a real drain to that civ's ability to make war, wonders, improvements or expensive units.
