No it isn't.

The concept of a federal government emerged from the partial political union of sovereigns, allowing them to form a common government but also allowing them to retain at least partial sovereignty. Other countries adopted it merely because it's an efficient organizational scheme.

Yes it is.

Basically, most these nations do have great diversity amongst the people. And many of these nations happent o have been political unions of formerly independant nations. The two are not mutually exclusive.

Switzerland was a perfect model of the idea of independant nations forming a political union.

India was historically many independant nations, up until the British empire. Britain retained much of teh political structure - the various provinces can be traced back to historical kingdoms.

USA - teh states were originally envisioned as separate nations forming a, er, union.

Russia - on paper at least the various SSR's were separate nations. Of course, this was communism, not federalism.

Canada - ok, so the pattern fails here. Brazil too.

You're arguing basically the same thing... Federalism came into being where a group of sovereign entities came together to form a unified nation, but trying to retain much of the individual freedoms of the smaller regions.

This can either be because none would trust another total control over their own entity, or because it was seen as 'fairier' to all the parts involved (and they all were similarly powerful / the more powerful ones were not interesting in applying force to unify everything under them, or they tried and failed).

Diversity among the people and formerly independent nations are seperate things. It's not a way of dealing with diversity, but rather the unwillingness of the individual nations to give up full sovereignty.

Agriculture Support Apolyton, buy Civilization 2

I would like to see tech advances in agriculture (land+see)

Like in CTP2 farming and fishing should become more efficient. 1 acre today produces a lot more food then a 1000 years ago.

This could have an impact on the growth of your different cities. (which reminds me by the way that i find it bizar that one city is starving while it's neighbour connected with roads and railroads has a great surplus but does not share it..)

Why not invent 'modern fishing' creating fishing units that have to go into the open seas. (this could cause tension between civ's. I seem to remember that there was a fishing row between iceland and the UK were both sides protected their fishing boats with (small) warships.

I would also like some tech advances regarding global trade. Why not invent a 'patent' which earn you a license fee for a limited number of turns when other civ's are building something you invented first.

Why not invent 'commercial multinational' which gives you the chance to build a commercial center in other civ's (like you build embassies today).

Invention of 'multimedia' (television,...) by which you can broadcast your success to the other civ's and thus much easier have a cultural conversion....

If one goes that route, I would say you would have to do
World Trade Organization and or NAFTA along with any kind of glogal commernce.
