Further notes
Per Team of 2 factions:
You start with just a single colony pod, and fill your "shopping cart" with what else you want to start with - units, techs (just your own regular starting tech, though), even bid on an SP or 2. Thus (with a budget of 1500 "credits") you choose:
1 Colony pod is a given - everyone starts with a free one for each of their factions. Teams then have to buy everything else to start from the following shopping list:
> a scout costs 100
> a terraformer costs 200
> a synthmetal sentry (needs Ind Base as a tech) costs 200
> a rover probe team (needs Plan Nets) costs 200
> each colony pod or seapod (Pirates only) costs 200
> a mindworm costs 100 (Cult only)
> a Unity Gunship costs 100 (Pirates only)
> a Unity Foil costs 300
> each tech costs 200 (can only buy your factions' starting techs)
> you can bid on 1 or more of the 4 early SP's (ME, CN, WP, HGP)
Submit your wish list to me as soon as you've developed it (especially bids for SP's)
Suggestion
To level the playing field I suggest that Hobbes be given a budget of between 1500 and 2000 ec's (for both Hercules and Chaos Theory they can replicate their normal start positions - 4 colony pods (2 of them free), 2 scouts and their 2 starting tech for 1000 ec's, giving them 500 for additional goodies. As Hobbes has been foisted with 2 factions that each have 2 start techs, he needs 1500 to replicate his start position - 4 pods (2 of them free) 1 scout, 1 mindworm, 1 Unity Gunship and 4 techs)
Now certainly it's worth something to be able to gift Cent Ecol (the Cult's) to the Pirates or Doc Flex (the Pirates') to the Cult without either of them researching it, so maybe 1800 ec's is a fair compromise? (that way if he wants to bid 500 ec's for a SP he needs to forfeit a tech or one of his colony pods.
Thoughts??

Shopping carts received and bids analyzed.
Note that any unused credits can be added to your starting energy reserves (eg - you start with 10, but if you have 50 leftover after your purchases, I'll start you with 60)
Do you want me to publish the owners of the SP's (or leave it a big secret until you open your turn and hit F5?)

LOL, Herc. (I thought that the Armada was one of my creations, but it was someone else's)
Hobbes: if you'd rather not have bases named:
#BASES
Aomori, Akita, Sakata, Niigata, Nagoaka, Toyama, Kanazawa, Fukui, Tottori, Yonago, Shimonoseki, Kitakushu, Fukuoka, Sasebo, Kumamoto, Kagoshima, Miyakonojo, etc etc
#END
You might want to download The Corsairs
They have more familiar sounding bases such as:
#WATERBASES
Trafalgar
Half Nelson
Horatio's Haven
Lord's Lair
Tidal Barrier
Reef Knot
Quicksands
Dire Straits
Current Affairs
Beach Head
Delta
Sonar Buoy
Ebb and Flow
Sands of Time
Eye Patch
Victory Remembered
Full Sail
Compass Point
Anchors Aweigh
Man-o-War
Hardy's Hope
Ark Royal
Hood's Haven
Prince of Wales Rest
Napoleon's Nemesis
Blind Eye
#END
(same site as above referenced)
But if you do, then Hercules and Chaos Theory should download that faction as well
