I have just developed steam power and my workers have started to lay down a nice cosy Rail network when all of a sudden my workers cease to have the ability to lay rail....!?!?!?!?
I have road access to Coal and Ore. They are not obstructed by foreign troops or a break in territory they are there and my units can move freely over them, except when I press 'R' to lay a rail nothing happens, neither is there a lay rail button on the selection of orders... anyone know why this happens?
Secondly, other than turning off Accelerated Production, is there a way to slow down the passage fo time as early on in the game passes too quickly and I like to have a large roman-style classical war/empire but since the time moves in big chunks it takes about 50 years to move effectively 300 miles (one tile) on the world map. I can walk 1000 miles in a month.

When building rail you need to have a road first, other then that you seem to meet the criteria, coal and iron. Btw, is it enough that any city has access to it or does the capital need to be connected? How does it work on toher continents?

I think it has to be connected to the capital...maybe anywhere. I don't know, but are you sure you didn't like have 2 sources or iron or coal and oyu were trading one to another civilization, then one of the sources got exhausted so that now all you're coal or iron is being traded to another civilization?

Sounds strange. If you are trying to RR through another civ's territory, you must have an RoP with them.
