In the thread, Ideas for City Plans , I presented one possible plan for Colony growth. Please review the save file for a look at how to get to a 13 city Colony with size 5-6 cities.
I think we can have 9 cities in the Colony before initial disorder becomes the norm. Then, the new city will need a Temple to work even the first citizen. As we keep adding new cities, some of the older cities will require a Colosseum to continue working all its peeps. Once, we get most or all of these cities founded, and have made settlers for connecting roads, more cities will need Colosseums to continue without disorder.
The considerations are these:
--Should we go for the whole package-- at least these 13 cities with Temples and Colosseums??
--Should we have a smaller version with either fewer or smaller cities??
--Is there a better way??

As I mentioned in another thread, I believe we can get size 5 cities without colosseums by using two specialised workers or by xinning with disorder. I think the colosseums should be used to grow the colonies to size 7 or 8 when we are ready for that. There may be cases where an earlier colosseum is demonstrably beneficial - let's treat that on a case by case basis.
I'd certainly like us to continue building cities as long as there is suitable land (and the settlers will help with the colony size issue).

My consideration was to build 13 cities, size 5 or greater, that could actually work all their citizens, have at least one food surplus (so they can Xin on odd turns), and produce 5 or more shields when not Xinning(for the muscle). Of the 13 city sites suggested, 11 can do this with colosseums and no increase in Luxuries (20%). None are size 7 as wished for above.
Without a colosseum, and not working all citizens (using entertainers), only 6 of the 13 yield both 5 shields and have 1 food surplus, allowing them to Xin...AT 40% LUXURIES . At 20% luxuries, and 1 food surplus, the number falls to 3 size-5 cities able to Xin, and one of those requires uncovering a hidden special.
This is due to the number of cities causing extra unhappiness problem. If we are going to keep building cities, and not have Luxuries eat up the slider, and not build harbors or irrigate, Colosseums are a must. And that is for size 5, not 7 or 8. Also, using entertainers may be helpful for Xinning but does not answer our need for cities with productive muscle.
RJM, I think that your memory of these numbers (7-8) from our Early Landing Games were from games where you built Mike's Chapel, which is not available to us.

And, even if possible, it would create a civ-wide state of marginal shield production. Not something compatible with the current strategy of fielding a horde of Crooks is it??

I'm not sure which idea you are saying is not possible. At the moment we have only seven cities (if I'm reading the screen shots correctly) which should allow a size 5 city with 2 specialists.
Anyway ...
if we are ready to go to war with our crusaders then it's probably time to change the operational tactics. Build barracks and then a steady stream of vet crusaders can march out to the sound of a cheering population. We can then grow by conquest which will also help us get the extra technologies we need.
