Which is more Valuable?

Should we be building more Settlers to establish more cities (as cities complete current projects) or do we want to grow the current cities?

It's hard to do both, of course. Every new Settler reduces city population.

So long as we have real estate that has good sites that can support a city of reasonable size, I think we should build more cities. However, I don't think we should pack them in a pseudo ICS fashion. I suspect that means a couple more settlers / cities. If we can celebrate anywhere to regrow a city that has built a settler, let's go for it. Once we have no more real estate on which to expand, lets grow our cities (and before that in some cities if possible).

Support Apolyton, buy Galactic Civilizations

This is a tricky thing to ask in Civ3, where each settler reduces you by 2 pop. However, here, where the reduction is only one, couldn't we get some of our cities to a fair level of production, then crank settlers out faster and without significant production loss? Say size 4 or 5 (needs Temple and maybe a Colosseum, I guess).
