It was a matter of time before that was bound to happen.....
That particular ad has been the subject of many threads here and at ACOL (and a few posts at CGN)
It's irritating, to say the least...

We have already contacted UGO about this on a couple occasions. Given the state of the advertising market today, they probably have no choice but to carry it from time to time.
There is nothing more we can do with it. I personally have no problems with it loading. All we can recommend is that you run the latest version of your preferred browser and ensure that you have all the necessary plug-ins and that they are up-to-date.

It's the state of the industry today -- there is nothing we can say or do. UGO needs to fill up their ad spots, and if this is how they have to do it then that it was they will do. Those ads are better than no ads at all in the sense that, without them, things could be a lot worse off.
Undoubtedly this period of pop-up ads will pass after eBay's ad campaign with UGO expires... this has been the case in the past.
