You can call that double-edged if you like. Nearly every choice you make in the game affects play for better and worse.
What I think Enigma_Nova meant by "double-edged" is the effects of the Wonder after it's completed. Some of the Wonders in an early post of mine carry potentially negative side effects:
Sotheby's - while it catapults your own luxury / economic scores, such opulence can damage your diplomatic relations with poorer civs unless you're charitable with them.
Labor Union - After the initial decades of improved working conditions, productivity, and decent wages, the quest for power by union bosses has made salaries and perqs unrealistic, leading to inflation and general unhappiness. Come on, how can you justify getting $30 an hour for watching a robot tighten bolts?
Hoffbrau Haus - Party, party, happy, happy! But watch out for alcoholism, DUI accidents, and decreased productivity.

No, it's not completely new, but the only post-production detriment I can think of in Civ3 is when everyone gets to use nukes when no matter which civ completes the Manhattan Project.
The way you're parsing the concept of a double edge, every decision you make qualifies, whether it's building a road vs. irrigating, building a library vs. a temple, or garrisoning more troops in a city vs. sending them out to explore and conquer. Wonders are generally considered major benefits to the civ that completes them. Having to balance negative consequences of building some Wonders with the positive aspects puts more thought and strategy into the game.
I think you enjoy splitting hairs even more than I do. Sheeeesh ~ ~

Yes, that's the idea of a strategy game, every decision is a double edge - there's no decision without some detriment. |
Since we agree on this point, I'm still stumped at why you seem to be resisting the post-production double-edge concept for some Wonders.

The Apian Way was a famous part of the Roman Empire's road system, and I don't believe you can copyright 2000-year-old historical names.

Civ has copyrightable names, like Smith's Trading Company and Newton's University, but things like the Eiffel Tower, Sistine Chapel, and Statue of Liberty are genuinely historical and unless the originals have copyright protection, they're usable by all. Civ can't grab copyright for those names any more than CtP can.

I thought Civ was created before CtP.

MINOR LEADERS AND MONUMENTS: "REMEMBER ME"
Every once in a while, a city would generate a great leader, artist, or scholar.
For a few turns, he or she would provide a bonus. The bonus could be lightbulbs, better morale, reduced corruption, or the like.
When the leader dies, the player would get a chance to build a monument or academy. By celebrating the person, or carrying on his teachings, the city would get to keep a bit of the bonus. The monument would also be worth a culture point or two.

Safe Ocean Crossing
Have a wonder early in the game that builds a unique special ship that can make some sort of sea voyage with 100% safety that you would otherwise not be able to make at that time. It could be a certain number of squares across the deepest type of water terrain, or maybe it could be unlimited. The ship would sink immediately upon unloading its units, especially if the voyage is unlimited. You might use this wonder to make contact with a remote civ, or to establish a remote city. Maybe this city would automatically enjoy the effects of a forbidden palace? Or maybe it would create a new civ not under your control but could have some definite benefit to you? Maybe it would automatically rejoin you when you rediscover it? Maybe you would simply benefit from knowing the location of a distant landmass and know where to send a more normal ship? Maybe instead of directing the ship yourself, it would automatically reach the most remote location on the map?

I had this idea for a wonder when I was gripin' about the problems corruption poses:
Supreme Court Wonder - Eliminates (or drastically reduces) corruption in all cities on the same continent.
I thought it might make an interesting late-game Wonder.
thoughts?
(Undoubedtly, some will call it unbalancing, but hey that's what wonders are all about! Getting an advantage!)
