As I am not a designer but only a player, I claim no expertise in the more arcane aspects of unit behaviour. However, scens like Red Front and KAISER extensively use zero movement units and call them fortified positions, hedgehogs or defended trenches.

Neither the orders pull-down nor the in-city unit order menu has "fortify" as an option. This applies to both existing units and newly created (by CHEAT) ones.

If the zero movement units exist at the start of a scen, you can use CHEAT/EDIT UNIT to toggle the fortify/unfortify switch. Alternately, you can hexedit the fortify toggle in unit records.

Suffering from ads?

I'd agree with AGRICOLA's post, and add the note that the AI has a nasty tendency to unfortify zero movement units you fortify with the cheat menu - the AI doesn't seem to be happy untill its issued movement orders to just about everything.

Full PM-box? Change here!

You can fortify a unit in a city by, IIRC, clicking on it to get a dialogue box.

I tend to do that with zero-move units in cities; does it actually do anything?

Nope, as they never get the one move they need to actually fortify it doesn't do a thing. However if there's city walls in the city fortifying units doesn't do any difference anyway as I recall. Same with fortresses.

Exept when attacked by howitzer, airplane or ship. (when attacked by ship while the unit is behind coastal fortresses, fortified units still get an extra bonus for doing so. I'm not familiar with SAM and fortification)

And yes, it's impossible to fortify 0-move units during regular game-play.
