So if I place a unit type in the slot, make it "nil,nil" the AI will NEVER build it?
. . . But it WILL be available for human players to build?
I've been doing some testing.
If you give these carrier-slot units to a civ at start of a scen and set their role to defense, they will fortify and stay there. If they are fortified, no matter where on the map, they will stay there unless destroyed, or unless a cease fire/peace treaty requires them to relocate. If there are two or less of these units in a city, they'll just fortify. If a third is sent there, again by ceasefire/treaty, the third one will then move and act like a ground unit, leaving the city. Nowhere in the test scenario did one of the AI players build one of these units in over 200 turns.

Yes, it seems that this is a neat way of using the Civ2 engine's quirks in my favor. Apparently, any unit in the Carrier slot;
1.) No matter its availability (nil,nil etc.) will NEVER be built by an AI.
2.) It CAN be built by a human player, however, and moved and used normally.
3.) If fortified at start of scenario, and AI-controlled, will NEVER move during the scenario, no matter whether it is fortified in a city, within a city radius, or far from a city.
4.) All this and it should have a movement value so that human-controlled units CAN fortify.
5.) But, because the AI won't ever move it, it can be an excellent defender unit for the AI.
Someone must have discovered this before now, but I looked in the Great Library and it wasn't there.
