It just seems to me the time to get something organized and say:

Beta do this

OPD do that

WhiteBandit do this other thing is right now when we have down time.

This issue will get resolved, we will start playing again and right now we do not have a definative MOI organization.

And whomever (probably should be plural) takes over have some pretty big shoes to fill.

Well, yes, agreed.

But I can understand that people are not excited to work on the MoI stuff when it's not exactly certain the game will eventually move on.

I mean... if everything was ok, why would it take so long to FortyJ to review the saves? What need would there be to consult with Elucidus?

The consuls should appoint an "interim" MoI, during this "transition" period, while it is to be decided what is to be done. Either that or the consuls should do it themselves, it's not as if they do that much anyway

Several people have stated they are interested, especially in some sort of a joint arrangement (Several people doing the job)

My point was during the Lull we should finalize who is going to do what. And then announce it to the team. Now that we are playing again it only becomes more important.

I go back to the basic question: Who or whom is the MOI?

Until that gets answered, I will continue to be a pest

A pest with questionable grammar. "Who is the MOI?" is correct. "Who" replaces a subject, and "Whom" replaces an object. As in:

Who is there? (con is there.)

con hit whom? (con hit BigFree.)
