Personally, I would assume they ARE going to land and prepare along that eventuality. If I had to lay down money (or at least point out where I'd stirke) I'd go for the northwestern projected edge of CFC's land, where they have one city out by itself; I'd land between that and the next city in and strike west, taking a city they can rally out of to strike recapturing troops as they come in, and giving GCA a fast jumping-off point to the east as well for their own efforts, "when" and "if."
If by some staggering error or total acceptance of the current bluff we're running, GWT fails to land before we get to railroads, yes, an immediate, massive coastal rail net would probably be the best bet, but if GWT has any sense at all, the moment they can get across, they'll strike CFC and get a foot in the door. When you have an advantage, you press it and I can't imagine GWT will ignore that.

One way to work against them, Economically, is to get ourselves set up with Smiths & JSB. Smiths for giving us more GPT per Market (and later Banks) without having to pay for the maintainance and JSB to allow our cities to grow more for higher TPT and SPT output.
And on the Military side, with getting Magellins built, for our Navy to have a better chance against them, when they do invade. Also, building up both our Navy and Army.
Now, as for them landing, the most likely spots will be covered by us and hopefully by CFC, to the same extent that we can't land our forces.
Our only real hope, to stave off an invasion, is to get our technology up as fast as possible, into Industrial and beyond. It will be a close run thing, with getting to Industrial first, bet we also have the economic and Material knowhow to be able to build a RR network, in a very short amount of time, so even if they do get a foothold in our contenet, we can rapidly respond and crush them before they can get too far.
And if we can get to Replaceble parts before them, then we will have the advantage of Infantry against Cavalry. Even Rifleman against Cav is a good equilizer, and moreso against any Ansars.
Going for MT, directly, will limit our capabilities, at later times (when we will need them the most) for large scale production capabilities.
Granted, Frigates aren't upgradable, but they still have an advantage when coupled with Magellins and backed (shortly afterwards) with Ironclads. The ability to ofshore Bombard is something that shouldn;t be discounted, when we the "Balloon goes up".
