Well, I certainly spend quite enough time here on Poly, and I almost never see that message. I do sometimes get slowdowns in posting replies or searches, but the site's always accessible for me except for when it's completely down.

for some time (several months actually) the load-saving features were not working at all (the result being load spikes turning into large periods of very slow perfomance)

My wife gave me a bunch of crap about it but being a plus member has its advantages.

I strongly suggest you consider it. It has been great for me especially this summer because I have not had a lot of time to spend online. I just click on the link and do what I need to do.
