The activated unit must be in a city with barracks, and you must have the necessary resource for the upgrade, then shift/u will upgrade all the units in cities with baracks

1. Barracks required.
2. Sun-Tzu: Barracks on same continent .
3. Must have necessary resources available to all barracks (no cut off colonies lacking harbours or airports)
4. I have never seen it not work.

Not in Conquests.
Also, you need money. Much more in Conquests, than in Civ3.
Naturally, if some far away city doesn't have roads leading to it, they can only upgrade to riflemen, max.
Illogically, if you research nationalism, and "saltpeter is in abundance" you still cannot build/upgrade to cavalry, because it still requires saltpeter. Just a random thought. I think I'll fix this for my next game. As well as a basic tank unit, which doesn't need oil, maybe after ecology... Same for the naval units.

Tanks don't need oil?
Dude, how in the **** can tanks not need oil. That is basic resource of all modern aged conflicts.
First of all, you need grease, a byproduct from oilm to keep the vital components within the tank's combustion engine to keep them from scratching. Or, it would quickly stop running after a few minutes.
Also, you need gasoline or other petroleum products to run the combustion engine, another product of oil.
Finally, gameplay without needing oil to make tanks would be shabby at best. For one, you wouldn't need to fight over the valuable oil deposits that dot the map. Also, oil is probably the most important resource later in the game. If you do have it, you can have a powerful advantage over a player who DOESN'T have it.
